Ubisoft wrote in his blog: "The End of Territory 2: Survivors will bring a new version of the survival and evacuation experience to The End of Territory 2." Executive producer Julian Gerighty added: “Terminal Lockdown 2: Survivors are both our baby and your baby. We strive to maintain transparency during development. Clear communication and community engagement are our focus in creating a new experience and we will work closely with players during the development process.”

For Gerighty, he will also direct "The Entire Division 3", which will be released for the first time in 2023.
