Analysts believe that the release came after a decade of local regulatory revolution and marked an important moment in the global gaming market.

The Saudi Arabian Media Regulatory Bureau and the UAE Media Committee have confirmed that "Give Him Love 5" and "Give Him Love OL" will be officially launched on July 17, with a rating of 21+, which is the first time that the series of games has been approved for official release locally.

Market research firm Niko Partners said the GTA's pass was a milestone, showing a broader change in game regulation and "gradual increase in market openness."

"Niko Partners noted that historically, Saudi and the UAE game approval has been limited by conservative regulatory policies, and many games that contain strong violence, sexual content, drug use, or conflict with local religious and cultural norms have been frequently banned.

Signs of the transition began in 2016, when Saudi Arabia introduced a localized age rating system, replacing the original dependence on the PEGI rating system. This has enabled games such as "God of War" and "Red Dead Redemption 2" to be delayed after content and localization adjustments. But games like Final Fantasy 16 are still rejected for failing to meet local requirements.”

The newly introduced 21+ age rating is higher than PEGI's 18+, which allows "Give Him Love 5" to be launched without major modifications to the content, and can basically remain original.

“Niko Partners believes this is a positive signal for the gaming industry, as it may allow games to be approved without editing, thus providing publishers with a viable avenue to bring games that are often blocked to market.”
