The next update for Civilization 7 will bring major changes aimed at creating a more rewarding and strategic gameplay, including an overhaul of the naval combat system.Firaxis Studio's bold redesign has yet to create the same buzz as its top-notch 4X games in years past. However, after the recent redesign of the city menu, the 1.3.0 update of "Civilization 7" has brought core adjustments to ship and naval battles. At the same time, the development team also plans to add a feature that players have long called for - allowing the selection of a single civilization to fully experience the campaign throughout each era.Is the momentum of "Civilization 7" finally turning around? If so, this update will undoubtedly become a key turning point.
Version 1.3.0 of "Civilization 7" will launch what Firaxis calls "Naval Combat 2.0". This is not a simple upgrade, but a complete transformation.System designer Edward Chang and gameplay engineer Chris Burke said the redesign aims to "make naval battles more impactful while more clearly reflecting the power differences of seafaring units."The two summarized it as "more strategic, less ambiguous, and the fleet truly looks like a fleet."

Prior to this, the water units in "Civilization 7" were still classified as melee units even though they could attack land-based enemies and areas from a distance. This means they will always take counterattack damage when attacking, causing heavy ships to almost always overwhelm light ships due to their greater melee strength."This also confuses players who are familiar with the previous game "Civilization"," Zhang pointed out. "After all, in past versions, naval units could launch long-range attacks on other ships."
"With the 1.3.0 version update, we have brought back true long-range combat mechanics to the ocean battlefield," Zhang wrote.Nowadays, naval units are divided into two categories: "light units" are fast, melee-type units with a wider field of vision, ideal for reconnaissance and flanking.Such units include ancient galleys and quadriremes, privateers from the Age of Exploration, and modern ironclads, cruisers, and destroyers.
"Heavy units" are slower and have limited vision, but can launch devastating long-range attacks that can quickly damage enemy fleets and coastal areas.Heavy units in the Age of Exploration include Kirks, Caravels, and Galleons, while modern units include frigates, dreadnoughts, and battleships.Zhang mentioned that in several cases, melee and ranged strength have been adjusted based on the new positioning.
Zhang explained that the combat experience in the early stages of the game will still be similar to before, with melee skirmishes being the main focus."The Age of Exploration is where these changes really come into play." In addition to adding heavy ranged units, players will also unlock new privateers - which can be unlocked through the "Heraldry" municipal for all civilizations.Privateers are the "ultimate naval raiding unit" that can quickly obtain funds by plundering trade routes regardless of national borders, and can even attack military units of other civilizations regardless of diplomatic status.
“Without formally declaring war, you can use it to spy on the enemy, disrupt their trade routes, and rob treasure fleets,” Zhang added, but he also cautioned that this move is obviously not without consequences: “Destroying other players’ units or looting their trade routes will still reduce your relationship with the target player.”
After entering the modern era, players will be able to unlock a full spectrum of naval units."We also can't forget the powerful submarine," Zhang added. "Nowadays, submarines are long-range glass cannons with the strongest naval attack power in the game. In just a few turns, it can turn the tide of the battle, but be careful - the submarine's defense capabilities are very low, so you need to keep it hidden and out of the enemy's attack range." If you want to gain the upper hand in submarine combat, careful planning and a flexible first-strike strategy are crucial.
Also launched simultaneously with the 1.3.0 version update is the "Civilization 7" "Tides of Power" collection, which can be obtained for free in the first two months after it goes online. It includes two new leaders: Edward "Blackbeard" Teach and Sayida Al Hura; four new civilizations: Tonga, Pirate Republic, Ottoman Empire and Iceland; and four additional wonders: Alexandria Lighthouse, Nan Madol, Great Blue Hole and Mapua'e Blowhole.
From November 4, 2025 (Tuesday) to January 5, 2026 (Monday), owners of the original version of "Civilization 7" can receive the "Tide of Power" collection for free.
